A fractional t1 line is a fraction of a fullt1 line which has a speed of 1.5 Mbps. A fractional t1 line only uses a part of the 24 channels used in a full t1 line and is cheaper. However with a fractional t1 line you still have to pay the loop so a fractional t1 line is not always that much cheaper than a full t1 line.
